In the outskirts of Brasília, the police interrupt a black music party under the pretext of fighting drug dealing, but it soon escalates into racist violence. A federal agent starts to investigate the case. He files a lawsuit against the State, accusing it of crimes against the black and marginal communities. Is the State of Brazil guilty?

Adirley Queirós is a Brazilian filmmaker, screenwriter, and producer with a background as a football player. In 2005, he graduated in Filmmaking from the Universidade de Brasília. Queirós has served as a programmer and juror for several film festivals, and has developed and organised training programs devoted to filmmaking. His documentary short film Rap, o canto da Ceilândia (2005) earned him thirteen awards at film festivals from around Brazil. In 2010 he wrote, directed, and produced his first documentary feature film, A cidade é uma só? White Out, Black In (Branco Sai, Preto Fica) is his second feature film.
